Recognition that the Principle of Respect for Autonomy fails to work in family-centric societies such as Singapore has recently led to the promotion of relational autonomy as a suitable framework within which to place healthcare decision making. However, empirical data, relating to patient and family opinions and the practices of healthcare professionals in Confucian-inspired Singapore, demonstrate clear limitations on the ability of a relational autonomy framework to provide the anticipated compromise between prevailing family decision-making norms and adopted Western led atomistic (...) concepts of autonomy. Evidence suggests that despite a growing infusion of Western influence, there is still little to indicate any major shift to individual decision making, particularly in light of the way society and healthcare are structured. Similarly, the lack of employing a shared decision-making model and data that discredit the notion that the complex psychosocial and cultural factors that affect the decision making may be considered “content neutral” not only prevents the application of relational autonomy but questions the viability of the values behind the Principle of Respect for Autonomy. Taking into account local data and drawing upon a wider concept of personhood that extends beyond prevailing family-centric ideals along with the complex interests that are focused upon the preservation of the unique nature of personhood that arises from the Ring Theory of Personhood, we propose and “operationalize” the employing of an authoritative welfare-based approach, within the confines of best interest decision making, to better meet the current care needs within Singapore. Popkin's History of Scepticism, first published in 1960 and now appearing in a third, revised and expanded, edition, has long since won the status of a "standard work," at once the starting-point for further historical research and an instigation to philosophical reflection on the sceptical tendencies apparently inseparable from the advent of modern thought. The two earlier editions have already been amply celebrated and criticized. The new edition includes a revised treatment of "The Revival of Greek Scepticism in the Sixteenth (...) Century", based in part on C. B. Schmitt's research in his book Cicero Academicus and in later studies. Two new chapters have been added: "Isaac La Peyrère and the Beginnings of Religious Scepticism". embodying Popkin's many recent and continuing studies of La Peyrère and other figures in the seventeenth century pre-Adamite and Marrano movements and "Spinoza's Scepticism and Anti-Scepticism". These new chapters continue to be written in a clear and vivid style, combining narrative with analysis so as to engage both the specialist and the neophyte. (shrink)

The first in an ambitiously planned and potentially valuable series of three volumes devoted to Leibniz’s philosophical development between the ages of seventeen and twenty-three. Moll’s account rests primarily on two letters Leibniz wrote to his former teacher Jacob Thomasius in 1668 and 1669, in which he laid out what Moll dubs his "first sketch of a system," a program for reconciling an anti-Scholastic Aristotelianism with the mechanistic physics of the "reformed philosophy" embraced by Descartes, Gassendi, and others. The theoretical (...) mood of the letters is nicely conveyed by Leibniz’s declaration: "In fact, I venture to add that all eight books of Aristotle’s Physics can be accepted without injury to the reformed philosophy." Moll’s chief argument in this volume is that this program as a whole, as well as many of its detailed formulations, were inspired by another of Leibniz’s early teachers, Erhard Weigel. (shrink)

Konrad Hecker has contributed a fairly useful survey of thirteen recent books on Spinoza’s "general ontology" to the series Erträge der Forschung. Most of these books will already be familiar to scholars specializing in Spinoza studies, although a few, including Hecker’s own work published in 1975, have not received the attention they might merit.

Mr D. H. Mellor, in his article of this title in Religious Studies , Vol. 5 , distinguishes three senses of words such as ‘probable’ which might be used in a religious context, especially in that of attempted theistic proofs: statistical, subjective, and inductive probability. In each case he concludes that it is misleading to use these words in such contexts at all. With his discussion of the second I do not wish to quarrel; but there seem to me to (...) be serious defects in his discussions of the first and third. (shrink)

Since then the Spinozist "Optik" has lost whatever transparency it once had, so that modern comment faces the question of substantive justification. Spinoza "in modern dress"—e.g., set-theoretic formalizations of Ethics 1 and 2—might turn out to have only the novelty of imperial clothing. On the other hand, Spinoza taken on what are commonly thought to be his own terms might (...) well seem merely the relic of an opaque tradition. (shrink)

A work likely to attract readers more by the seriousness of the author’s central theme and purpose than by his detailed analyses and arguments. His theme is the contest between reason and the passions; in the more technical version Neu sometimes prefers this becomes the question whether or not judgments are intrinsic to the structure of passions and emotions. His purpose is to follow this and ancillary issues through a study of Hume, Spinoza and Freud. The book ends with a (...) useful summary and three appendices that extend the diagnosis of Hume offered in chapter 1. Throughout Neu is quite appropriately concerned with the influence disparate philosophical theories have, or ought to have, on actual therapeutic practices. Not only does he trace modern-day behaviorism and psychoanalysis back to their roots in Hume and Spinoza, respectively; he also argues for the conceptual inferiority of the Humean position to its Spinozist rival: the latter, but not the former, enables one to see that "reason has a place in our efforts to control and to live actively our emotional lives". In recent years, we have seen a new concern with ethics training for research and development professionals. Although ethics training has become more common, the effectiveness of the training being provided is open to question. In the present effort, a new ethics training course was developed that stresses the importance of the strategies people apply to make sense of ethical problems. The effectiveness of this training was assessed in a sample of 59 doctoral students working in the biological and social (...) sciences using a pre–post design with follow-up and a series of ethical decision-making measures serving as the outcome variable. Results showed not only that this training led to sizable gains in ethical decision making but also that these gains were maintained over time. The implications of these findings for ethics training in the sciences are discussed. (shrink)

The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. Continuous recordings of brain electrical activity were obtained from a group of 176 patients throughout surgical procedures using general anesthesia. Artifact-free data from the 19 electrodes of the International 10/20 System were subjected to quantitative analysis of the electroencephalogram (QEEG). Induction was variously accomplished with etomidate, propofol or thiopental. Anesthesia was maintained throughout the procedures by isoflurane, desflurane or sevoflurane (N = 68), total intravenous anesthesia using propofol (N = 49), or nitrous oxide plus narcotics (N = 59). A set (...) of QEEG measures were found which reversibly displayed high heterogeneity of variance between four states as follows: (1) during induction; (2) just after loss of consciousness (LOC); (3) just before return of consciousness (ROC); (4) just after ROC. Homogeneity of variance across all agents within states was found. Topographic statistical probability images were compared between states. At LOC, power increased in all frequency bands in the power spectrum with the exception of a decrease in gamma activity, and there was a marked anteriorization of power. Additionally, a significant change occurred in hemispheric relationships, with prefrontal and frontal regions of each hemisphere becoming more closely coupled, and anterior and posterior regions on each hemisphere, as well as homologous regions between the two hemispheres, uncoupling. All of these changes reversed upon ROC. Variable resolution electromagnetic tomography (VARETA) was performed to localize salient features of power anteriorization in three dimensions. A common set of neuroanatomical regions appeared to be the locus of the most probable generators of the observed EEG changes. (shrink)

Clinical biobanks processing data of participants in the European Union fall under the scope of the General Data Protection Regulation, which among others includes requirements for consent. These requirements are further specified by the Article 29 Working Party —an EU advisory body currently known as the European Data Protection Board. Unfortunately, their guidance is cause for some confusion. While the GDPR allows participants to give broad consent for research when specific research purposes are still unknown, the WP29 guidelines suggest that (...) additional consent for specific uses should be obtained in addition to broad consent when this becomes applicable. This discrepancy elicits the question whether clinical biobanks can fail the requirement of consent if they obtain broad consent, but not a specific consent for each biomedical study. We analysed this discrepancy within the framework of contextual integrity, in order to describe the context-relative informational norms that govern information flows in clinical biobanks. However, our analysis demonstrates that there is no uniform set of norms that can be applied to all clinical biobanks. As such, neither the GDPR nor the WP29 guidance can act as a “one size fits all” approach to all clinical biobanks. Rather, differences between clinical biobanks—especially regarding the scientific aims and patient populations—make the case for context-relative norms that determine the appropriate type of consent.
